The horns to Jax aren't very sensitive to touch but his ears are very sensitive when Viola blows into his ears gently and lightly. Jax got desensitized to his horns being touched because so many others found them interesting to look at and touch because he lets others touch his horns, but on the other hand his ears he doesn't let anybody touch them except for Viola who blows into his ears with a teasing blow.
In the long run of things Jax let the touching of his horns because it's something that everyone enjoys doing that brings them happiness. As for his ears though he only allows one kyr to touch them or blow on them as they are sensitive in a different manner.
